Moscow pressure on NATO is increasing, so Germany also wants to spend more money on its military. However, a bureaucracy and complex rules have so far been a brake block when buying weapons.

In order for the Bundeswehr to be prepared against the Russian threat, the federal government would like to significantly accelerate the purchase of weapons and other armaments. This emerges from a draft of a lecture by the Ministry of Defense and the Ministry of Economic Affairs for a law that is intended to simplify procurement. The document is available to the dpa. The central goals are “acceleration and simplification for all procurement for the Bundeswehr,” quoted the “Handelsblatt” from the districts of the Ministry of Economic Affairs.

According to the documents, certain urgent orders should no longer be advertised in the future, but only nationally – that should save time.

In addition, orders according to tenders should also be awarded if an inferior bidder sued. So far it has been different, due to the so -called suspensive effect, the purchase of weapons has sometimes been delayed by years. The legislator can also initiate a award procedure, even if its financing has not yet been secured. Certain documentation obligations are weakened to throw off bureaucracy ballast.

Warning of danger from Russia

As a result of the Ukraine War, the federal government is investing significantly more money to modernize the Bundeswehr and increase gun stocks. Expenditures for the military are partly excluded from the debt brake. The annual budget for the Bundeswehr is said to increase year after year.

In the draft law, the amendment is justified with the risk of Russia. There are currently no signs that Moscow wants to end the war of attack against Ukraine. “Rather, statements of the Russian leadership indicate that the Russian war goals go beyond Ukraine.” Therefore, NATO’s defense ability must be strengthened. The Federal Government’s overall goal is to “increase the Bundeswehr’s deterrent and alliance ability”.

The German armaments industry sees itself on a strong growth course. The BDSV industry association welcomed the draft law. “The regulations bring a significant acceleration in the equipment of the Bundeswehr and thus increase the pressure on industry to quickly equip our teams,” said Hans Christoph Atzpodien, general manager of the Federal Association of the German Security and Defense Industry.
