The proportion of subjects with access restrictions decreases in Germany. If you want to register at a university or university in the 2025/2026 winter semester, around a third of the offers (32.5 percent) with a numerus clausus (NC) or an aptitude test. The previous leader Hamburg (49.2) has significantly expanded the proportion of access -free offers. The fewest restrictions are on average in Thuringia (18.0), Rhineland-Palatinate (17.7) and Brandenburg (17.4).
Different odds depending on the subject
But not only the place of study plays a role, but also the subject and the type of university. In the engineering sciences, more than three quarters of the offers are open to the first -time semesters regardless of their high school grades. In contrast, almost 40 percent of the courses have an access restriction in the case of legal. Bachelor’s degree programs at the start of the course have a lower quota with 30.6 percent than master’s programs (33.8 percent).
The basis of the analysis is information from the universities. If study offers are not admitted free of charge, neither a maximum number of beginners is determined and controlled via the Abitur grade (Numerus Clausus), nor is an aptitude test. Anyone who fulfills the access requirement such as Abitur or Bachelor’s degree can register directly.
