The factions of the CDU, SPD and AfD in Saxony-Anhalt are said to have paid inadmissible allowances. Investigators have searched their offices. The CDU in particular is criticized.
Due to the suspicion of the infidelity, investigators have searched the CDU, SPD and AfD’s business and faction areas in the state parliament of Saxony-Anhalt. According to the Magdeburg public prosecutor’s office, the assignment that started on Tuesday morning was carried out together with the State Criminal Police Office based on judicial orders.
According to the public prosecutor, the background is possible illegal payments of functional allowances by the factions responsible. According to a parliamentary reform of 2020, additional compensation may only be paid to certain officials such as the President of the Landtag, his deputy, parliamentary group leader and parliamentary managing directors. Since then, allowances from parliamentary funds have been considered inadmissible.

In the past, however, the CDU parliamentary group has also paid allowances to its deputy parliamentary group leader, its deputy parliamentary managing director and to work group leaders. This is about several hundred euros a month – in addition to the regular compensation of currently 8,736.66 euros. As early as 2023, the State Audit Office had stated that such allowances to deputies were “not at all compatible” with the MPs’ Act in Saxony-Anhalt.
The investigation was triggered by an advertisement by the Federation of taxpayers in November 2023. According to the organization, the CDU parliamentary group showed in its accounting for 2021 payments of 66,000 euros, for 2022 it was 47,250 euros-each for “special functions in the parliamentary group”. Around 25,600 euros were documented for the AfD parliamentary group in 2021, and 7,500 euros for the SPD parliamentary group. “All other parliamentary groups have not shown any additional payments for functional allowances for both 2021 and 2022,” said the association.
The Magdeburg public prosecutor’s office had stopped an initially initiated procedure, but the Attorney General in Naumburg partially highlighted this decision and called for a new exam. It is open whether the investigation as a result of the searches will lead to criminal consequences.
