Household week in the Bundestag
You should pay attention to these appearances

The little household … right? As of today, the Bundestag will advise the black and red financial plans. Why this is not just gourmet and Chancellor Merz threatens to rub down.

Before the vast majority of parliamentarians disappear into the summer vacation – the household politicians have a look – things are high again under the glass Reichstag dome.

For four days, from Tuesday to Friday, the Federal Government’s budget draft is discussed in the Bundestag. In addition to the Chancellor, the ministers have their say, as well as the government factions and the opposition. There is enough conversation. But it is also about the personal exchange of blows, attack and defense and for some about a real test from parliament and public.

The black and red financial planning has a scope of 3431 pages with its systems and individual plans, is peppered with some stimulus and disputes (keyword: electricity tax reduction) and is often used by government, like opposition, to make fundamental considerations.

On the one hand, knock out money and save money on the other hand: do you actually fit together what black and red has planned? It is about expenditure of 503 billion euros and 81.8 billion in new debts for 2025 and an outlook on the financial planning of the coming years. The most important dates of a turbulent week:

The three roles of the Lars Klingbeil

It starts on Tuesday at 10 a.m.: Lars Klingbeil, the finance minister, brings the draft budget in 2025 to the Bundestag, as well as the government’s financial plan from 2025 to 2029. So far. But what Lars Klingbeil will the parliamentarian experience experience in his 45-minute “incorporation speech”, as it is called in technical jargon?

On the one hand, there is the self -explanation “Minister of Investment” Lars Klingbeil, on the other hand, the finance minister Lars Klingbeil, for the new growth and solid households (i.e. saving). In addition, the SPD party leader Lars Klingbeil, whose authority has carried severe injuries after his own comrades have punished him with 65 percent when the chairman was elected.

The fact that Klingbeil can get into role conflicts with itself has recently shown the Zoff about reducing electricity tax. Schwarz-Rot has promised comprehensive relief, but cannot redeem it because of the budget, at least not immediately. The consequence: of all things, the Social Democratic finance minister brakes the social democratic party leader and initially only reduces electricity tax for large corporations, but not for everyone – and especially the Union.

Federal budget
This is what Klingbeil’s billions of dollars for Germany look like

Klingbeil is under pressure from many sides. Even with the preliminary priority Christian Lindner, the question had asked whether he would bring the budget as finance minister-or in his role as FDP boss to breathe in his difficult to collapse with a few clear announcements. How does the successor Klingbeil do?

A traditional rub for the Chancellor

Friedrich Merz’s demands on the financial planning of the federal government are high, at least in terms of his cutting statements as a former opposition leader. The traffic light spent money like never before, Merz had scolded an allegedly uninhibited spending policy at the time. He even hurled the then Chancellor Olaf Scholz: You can’t!

Can Merz better? The opposition factions are unlikely to hold back if you can violate the new Chancellor on a large stage.

The individual plan 04 will be discussed on Wednesday at 9 a.m. Nevertheless, the so -called general debate is the highlight of the household week. The four -hour pronunciation begins with a general statement by the largest opposition party, in this legislative period the AfD, followed by the self -defense of the Federal Chancellor.

How will Merz justify historical debt? Does the coalition partner from the SPD join him with a scene applause? The Chancellor should be heard a lot – not least in his first government survey (from 1 p.m.), in which the MPs take him into the cross -question. That can be cheerful.

No money worries, but …

Even if the big distribution struggles in the coalition are still imminent – there are no blatant budget gaps only from 2027 – at least one department head does not have to do acute money worries: Boris Pistorius, the Minister of Defense.

Defense expenditure should grow enormously in the coming years; The 3.5 percent goal of NATO is to be reached as early as 2029. This is made possible by a change in the Basic Law, which was still passed by the old Bundestag and the defense spending (mostly) decreases from the debt brake.

But Pistorius also has to do persuasion, not least in his own ranks. He gets the opportunity to do so on Wednesday at 3:55 p.m.

SPD boss and Vice Chancellor Lars Klingbeil rejects the introduction of the old conscription-and now?

Bundeswehr debate
Klingbeil: “Will not return to the old conscription”

Not all in his SPD can unconditionally gather behind the enormously increasing defense spending. Added to this is the ongoing debate about a new military service so that the Bundeswehr staff growing up. Pistorius is currently working on a bill. The SPD first wants to rely on voluntariness and at least prepare the Union a return to compulsory conscription. And Pistorius?

Even more household handmade?

In the course of the budget consultations, other ministers of specialist minister are likely to be touched on by the parliamentarians.

Poland now also has its limits checked – a reaction to the German measures. This could still play a role during the budget advice from CSU Interior Minister Alexander Dobrindt (Thursday, 9 a.m.).

Meanwhile, the CDU Minister of Health Nina Warken is under pressure for blackening in the mask report around her party friend Jens Spahn. In addition, a billion dollar hole opens up in social long -term care insurance. A federal-state group under Warken’s management should develop reform proposals. Your budget will be discussed on Thursday evening at 6:55 p.m.

And SPD Minister of Labor Bärbel Bas, whose budget discusses the parliament on Friday at 10.15 a.m., the ranks of the Union are increasingly being pushed to advance in the agreed reform. Bas wants a harder gait against refusal to work, but not a social “clear cut”. Will she be more specific in the Bundestag?

Above all, the black and red housekeepers are asked about the draft budget into a law about the parliamentary summer break. On September 18, the third reading is to be coordinated by name.
