One thing is clear: reaching the climate goals will be a Herculean task in Germany. In order to become climate -neutral by 2045, the measures provided so far are not sufficient according to a current analysis.
Germany threatens to miss its climate goals from 2040. This emerges from the 2025 climate protection report of the Federal Government, which is available to the dpa and which the Federal Cabinet should decide in the coming weeks. First the news portal “Politico” reported about it.
According to the report, the climate protection measures that have been decided to achieve the goals by 2040 and 2045 are “not sufficient”. By 2045, Germany wants to become climate -neutral, i.e. no more greenhouse gases than can be saved again.
In order to be able to achieve this, the state must initiate “further transformation steps” in the medium and long term, according to the more than 450-page document, which the Federal Ministry of Climate Ministry has developed.
Available targets by 2030 – but only with consistent measures
In contrast, Germany is on course for the period until 2030: “If the climate protection measures that have been decided so far, the total annual emission quantities in 2021 to 2030 specified in the Climate Protection Act can be observed.

Problems with buildings and traffic

EU climate goals also endangered
In the building sector, the authors assume that more than eleven million buildings will be supplied by heat pumps by 2045 and that around 3.5 million buildings will be connected to heating networks. However, the development is “too slow to achieve the goals for 2030 or 2045 in good time,” is the conclusion.
According to the report, the sectors buildings and traffic also have a risk of the EU-wide climate goals. They make a significant contribution to the fact that Germany cannot meet the requirements of the European Climate Protection Ordinance. Already in the period from 2021 to 2030, the “allocation for Germany in the European load division for Germany” would be clearly exceeded.
