Rada sets the voting appointment for Selenskyj’s new law

The Ukrainian President Selenskyj bends the massive pressure and restores the independence of the anti-corruption authorities. In the future, he wants to take a lie to this for civil servants.

After sharp criticism, the Ukrainian parliament will vote on the draft law submitted by President Wolodymyr Selenskyj on the next Thursday to restore the independence of the anti-corruption authorities. The novella should be accepted in urgent shape immediately, Parliament President Ruslan Stefantschuk wrote on Facebook at noon. Selenskyj wants to increasingly lie on lying detection tests for certain civil servants in the future.

Stefantschuk continued to write down that he also advocates the law immediately. In order to give in to Selenskyjs in dealing with the anti-corruption authorities, the EU Commission said that “the fact that the Ukrainian government is taking measures”. You work with Kiev to ensure that the commission’s concerns would be taken into account.

Liancity tests for civil servants

Shortly after submitting the new bill to the work of the anti-corruption authorities, Selenskyj said that in the future, all employees with access to state secrets should be subjected to lifting detectors. This is necessary to rule out a Russian influence in the state bodies. Selenskyj spoke of “regular controls”.

In the past few days, the President had accused the anti-corruption authorities “Russian influence”. He had justified raids with arrests from their employees and the assumption of the authorities on Wednesday, among other things.

“Anyone who has access to state secrets – and this applies not only to the NABU and SAP, but also to the state office for investigations, our national police – has to undergo a lie detector test,” said Selenskyj.

So far there have been such tests, but not in the now planned density. The NABU announced on Thursday evening that according to the draft law, the SBU secret service is not conducting the tests, but an administrative control point. The text published on the Rada page, however, explicitly speaks from the SBU after the first check came into force. All subsequent controls should take place at least every two years by internal control organs.

Reliability of lie detectors controversial

Liant codes, also called polygraphs, are based on the assumption, unconscious physical reactions such as pulse, blood pressure, respiratory rate or skin conductivity could provide information about whether a person says the truth. The sweat on the hands is registered via electrodes. In the event of an expert operation by psychologists with special training, the measurement data should indicate whether a person is tense with certain questions – which can be seen as an indication of a lie.

The reliability of the tests is controversial. There are about a variety of causes of stress reactions – such as fear and excitement. In addition, the lie detection tests are considered susceptible to manipulations.

In Germany, the Federal Court of Justice fundamentally rejects the use of such tests in criminal proceedings as evidence. Nevertheless, the polygraphic examinations also recognize this as a method of evidence. In the United States and other countries, authorities use the apparatus in law enforcement, as well as companies during job interviews.

Demonstrations on the third day as a result

In Ukraine, three days in a row in several cities, on Thursday, had protested the general prosecutor’s office against the assumption of the anti-corruption authorities.

The authorities themselves were satisfied with a view to the upcoming new regulation. “The draft law restores all procedural powers and guarantees independence from the national anti -corruption office (NABU) and the specialized anti -corruption prosecutor (SAP),” wrote the two organs after Selenskyj’s new legal text on Telegram. NABU and SAP were therefore involved in the development of the draft law.

Commentators: Tart political defeat for Selenskyj

Selenskyj’s procedure had also caused incomprehension in the EU. The NABU and SAP were founded in 2015 with western help in order to combat the notorious corruption, especially among high -ranking politicians and in the administration. According to all reforms, the country’s non -governmental organization is considered one of the most corrupt countries in Europe.

Critics accused Selenskyj’s authoritarian tendencies by wanting to submit to the long -term independent authorities. The fact that he now failed described commentators as a bitter political defeat that leaves the president behind.

Selenskyj relies on Chancellor Merz

According to Selenskyj, Chancellor Friedrich Merz (CDU) also informed about the current changes. He had “invited Germany to participate in the assessment of the draft law by experts. Friedrich assured me of his willingness to support.” A involvement of other European partners such as Great Britain and the EU is also planned.

In his evening message on Thursday, the Ukrainian president once again condemned the ongoing Russian attacks – regardless of the direct negotiations between Kiev and Moscow on Wednesday in Istanbul. Russia shows with the attacks -as on the market in Odessa and the city of Charkiw, where there were more than 40 injuries -that there was no interest in peace. Many other cities were once again targets of Russian drone and bomb attacks, there were dead and injured.
