On Monday, February 21, Russian President Vladimir Putin signed decrees recognizing the independence of the Lugansk and Donetsk People’s Republics.
In addition, the Russian leader, as well as the heads of the Luhansk and Donetsk People’s Republics Leonid Pasechnik and Denis Pushilin signed an agreement on friendship, cooperation and mutual assistance.
The Russian leader congratulated the heads of the DPR and LPR on the signing of the agreement and announced the support of the Russians for the recognition of the republics of Donbass.
Earlier that day, in his address, the president also indicated that the situation in Donbass had become critical.
He stressed that Ukraine in its modern form was created by Russia by tearing away part of its historical territories, no one asked the inhabitants anything. According to him, the events of the Soviet past cannot be changed, but one must speak about them directly.
On February 21, Putin held an extraordinary meeting of the Russian Security Council, during which its members unanimously called for recognition of the independence of the self-proclaimed Donetsk and Lugansk People’s Republics.
With a corresponding request, the heads of the DPR and LPR, Denis Pushilin and Leonid Pasechnik, turned to the Russian leader on February 21. They also urged to consider the possibility of concluding an agreement on friendship and cooperation between the parties.
