Putin Appoints Deputy Foreign Minister as Kremlin Representative for Cooperation with the DPR and LPR

On Tuesday, February 22, Russian President Vladimir Putin appointed Deputy Foreign Minister Andrei Rudenko as a representative of the Kremlin as part of the consideration by the Federal Assembly of the ratification of cooperation agreements with the DPR and LPR. The document was published on the official Internet portal of legal information.

“To appoint Andrey Yuryevich Rudenko, Deputy Minister of Foreign Affairs of the Russian Federation, as the official representative of the President of the Russian Federation when the chambers of the Federal Assembly of the Russian Federation consider the issue of ratifying the Treaty of Friendship, Cooperation and Mutual Assistance between the Russian Federation and the Donetsk People’s Republic,” the order of the head of state says.

Earlier that day, a decree of the President of Russia was published on the recognition by Russia of the Donetsk and Lugansk People’s Republics. In addition, the Ministry of Defense of the Russian Federation was instructed to ensure that the Russian Armed Forces on the territory of Donbas carry out peacekeeping functions until the conclusion of the agreement.

Earlier, on February 21, Vladimir Putin, during an address to the Russians, announced the signing of decrees recognizing the independence of the Luhansk and Donetsk People’s Republics. The Russian leader congratulated the heads of the DPR and LPR Denis Pushilin and Leonid Pasechnik on the signing of the agreement and announced the support of the Russians for the recognition of the republics of Donbass.

Also on that day, Putin held an extraordinary meeting of the Russian Security Council, during which its members unanimously supported the recognition of the independence of the self-proclaimed Donetsk and Luhansk People’s Republics.

The situation on the line of contact in Donbass escalated on February 17. The DPR and LPR reported heavy shelling by Ukrainian security forces, including with heavy weapons. At the same time, Kiev announced the shelling of the positions of the Armed Forces of Ukraine.
