There is debate in Europe: Who should protect Ukraine to how and where with what forces in the future? But Moscow does not want foreign troops there and has his own plans.

In the case of possible security guarantees for Ukraine, Streit between Kiev and his allies are emerging on the one hand and Moscow on the other. The principle of collective security guarantees is still up to date, said Russian Foreign Minister Sergei Lavrow in Moscow. However, Russia rejects guarantees in which it was not involved and that were directed against Moscow.



Foreign troops in Ukraine are also absolutely unacceptable, said Lawrow, as the Interfax news agency reported. He commented on a meeting with the Indian Foreign Minister Subrahmanyam Jaishankar.

Since the meeting of the Ukrainian head of state Wolodymyr Selenskyj and top European politician with US President Donald Trump in Washington on Monday, advice on how military security guarantees could look like for Ukraine. It is about strengthening Ukrainian defense ability, but also about possible troops in or close to Ukraine for protection.


According to Trump’s statement, the United States is planning to participate. However, the main burden would bear the European NATO members, including Germany, in the so-called coalition of the willing.




Moscow wants to be un-vetomaked as a guarantor


Lavrow had already outlined a completely different model on Wednesday: The five permanent members in the UN Security Council, i.e. Russia, USA, China, France and Great Britain, should guarantee the security of Ukraine.


The Foreign Minister recalled that a similar model was already on the table in the Russian-Ukrainian discussions in Istanbul 2022-the five members of the UN Security Council as guarantors such as Germany or Turkey. Once again he accused the western states of preventing Ukraine from signing.

A veto from Moscow and Beijing?





According to everything that is known about the negotiations of 2022, there was no agreement on important points. Russia not only wanted to be a guarantee, but also attributed a veto right. In a new attack on Ukraine, it could have been against the intervention of the other guarantees.

Also with the model now proposed by Lawrow, experts see the risk that there could be a front position of the allies Russia and China against the United States, Great Britain and France.

No place for meetings by Putin and Selenskyj yet





Meanwhile, Selenskyj spoke of guarantees in Kiev again that are the same as the promise of the NATO Article 5. In seven to ten days, he is expecting clarity how this model will look. After that, he was ready to meet Russia’s President Vladimir Putin, he said according to media reports.

He called for a “strong reaction” of the United States if the Kremlin chief should refuse to meet. Selenskyj spoke to journalists on Wednesday, and his statements were published a day later.

In Moscow, Trump’s proposal for a summit of Putin with Selenskyj has not yet been rejected, but is treated evasive. The Kremlin boss wants to have a comprehensive preparation before he meets his counterpart from Kiev.

Selenskyj said to possible places, neutral European countries such as Switzerland or Austria, but also Turkey. Moscow was excluded, Budapest would not be easy because of the tense relationships with Hungary.
