Punched, raped or even killed by the perpetrator – the numbers for domestic violence are alarming. The Federal Ministry of Justice wants to better protect victims and save lives with the ankles.

A draft law by Federal Minister of Justice Stefanie Hubig (SPD) stipulates that family courts will be able to hire the perpetrators to carry an electronic ankle capacity in the future, as the Funke media group reports.
If the perpetrator approaches, the victim is warned by a reception device and “can therefore bring himself to safety or seek support in good time,” says the paper, which is also available to the German Press Agency. The police should also be automatically alerted when a perpetrator approaches.
“In individual cases, the introduction of electronic residence monitoring as a measure of the Violence Protection Act can help to avoid killing offenses or serious physical injuries,” says the reason. Not only the victim could be warned earlier, but perpetrators could also behave differently if they know that they are monitored. “Overall, this can contribute to the rescue of the life and life of the victims,” says the draft.
The ankle bondage is to be used in so -called high -risk cases and limited in time. The judges should initially be able to order them for a maximum of half a year. An extension of three months is possible if the victim makes a corresponding application and, according to the judges, continues to exist, as the draft states.

With the planned amendment to the Violence Protection Act, a nationwide regulation is to be created. The plans from the Federal Ministry of Justice are based on Spain. Since the introduction of the electronic ankles for perpetrators, no victim has been killed for perpetrators in 2009, according to the draft law.
Hubig also wants to introduce family courts that the perpetrators will be able to oblige the perpetrators to do anti-violence training in the future. In addition, family judges should be able to request information from the arms register. The goal: a better assessment of the threat situation. The punitive framework for violations of the Violence Protection Act should also be increased, a fine or at most two years in prison, such as a fine or up to three years of imprisonment.
