After the CDU foreign minister has given in, the military service law of the SPD defense minister will probably go through the cabinet. But what happens afterwards?

The SPD is against efforts by the Union to reduce the planned military service law in the parliamentary consultations. The Union is concerned with binding annual targets for the increase in the Bundeswehr with volunteers, the falling steps of which should trigger a compulsory obligation.



“Perhaps you should wait and see how a law works before you demand tightening in advance,” said the SPD defense expert Christoph Schmid of the “Augsburg Allgemeine” (Tuesday). The technically responsible Vice Group Chair Siemtje Möller told the newspapers of the Funke media group: “We clearly informed ourselves in the coalition agreement: the new military service starts voluntarily-and that applies.”

What the military service law is about


Defense Minister Boris Pistorius (SPD )’s military service law should now be decided by the cabinet on Wednesday. He relies on voluntariness and – also financially – more attractive to win more young people for the Bundeswehr.

The Bundeswehr needs about 80,000 additional active soldiers. Because NATO considers an order of 260,000 to be necessary to withstand an attack, for example, Russia.

Why there were still irritations

There were still irritation on Monday because Foreign Minister Johann WadePhul (CDU) had meanwhile lodged an objection to the draft law – with a so -called ministerial reservation – in order to assert the Union’s concerns. He would have stopped the farewell. But after talks between the ministries, he withdrew his reservations in the afternoon.





“The points that were decisive for the original setting could be clarified in today’s conversations,” said the Federal Foreign Office. The draft law can now be decided in the cabinet. “In the subsequent parliamentary process, there will be further consultations. The goal is and remains to meet NATO’s ability goals and to strengthen Germany’s defense ability.”

Union faction vice also Norbert Röttgen (CDU) relies on subsequent sharpening in the Bundestag’s advice. “We now have to agree on concrete milestones that provide a lane change from voluntary duty if it is not sufficient to achieve our goals,” he told the news portal “T-Online”. “The principle of hope cannot be conducting in such an important area, and any waiting for a further intensification of the security policy situation would be irresponsible.”





How big the problem for the coalition is

Vice Chancellor Lars Klingbeil (SPD) is calm despite the friction. The government still has a lot to do: for the economy, safe jobs and the reduction of bureaucracy, but also with a new role in world politics. “And it will jerk this way again and again,” said the SPD leader and finance minister in the ARD “daily topics”. “There will be debates, there will be different opinions. But in the end counts: there are laws, we get things on the way. And we do that on Wednesday at the military service law.”

However, this is not the only problem in the coalition. Chancellor Friedrich Merz (CDU) has already announced a strenuous autumn. Because then his black and red alliance has to tackle a whole series of reforms. And there are also differences in the question of tax increases that the SPD wants, and cuts into social benefits that the Union demands.
