Chancellor Minister Thorsten Frei urges a quick approach when reforming the citizens’ allowance. “The Federal Minister of Labor (Bärbel BAS, SPD) will make a proposal in the next few days. We will then work with that,” said the CDU politician of the “Rheinische Post” (Friday).



There is a clear agreement in the coalition agreement. “And the minister will be guided by this,” emphasized Frei.

Chancellor Friedrich Merz (CDU) announced on Wednesday that the Union and SPD would “reconcile the most important cornerstones for such a reform” this year. Previously, he and BAS had contradicted the expenditure burden of the welfare state: Merz had said that he was no longer affordable, BAS had rejected this as a “bullshit”.


How much can be saved in the civil allowance?

Frei called the savings of the citizens’ allowance of five billion euros “very realistic”. They want to replace the citizens’ allowance with basic security. “It has different waiting times, other reasonability rules, the placement of placement applies again. And much more,” he said.




However, the Economic Professor Enzo Weber from the Institute for Labor Market and Vocational Research (IAB) of the Federal Employment Agency doubts this. This is only possible if there is more economic growth and thus more jobs and fewer citizen plants, he told the “Spiegel”. “However, if you want to save the funds directly, there would be no major long -term effects by shortening civil allowance rates.”


Savings are also necessary to reduce the emerging holes in the future federal households of 2027 and the following. The black and red government has been struggling for weeks where expenses saved and possibly even funding claims and services have to be deleted. During the summer holidays, debates also broke out about any tax increases and social reforms.

Household for the current year has been stuck since night





The budget for the current year, on the other hand, has been in the late Thursday evening and can finally be decided in the Bundestag. The parliamentary budget committee had made last changes in a so -called cleaning session, which are now to be presented today.

Expenditures of around 502.5 billion euros are now planned – that is 460 million less than the federal government. There were no changes in the new debt: In the core budget, there are new loans of almost 82 billion euros. However, there are still billions of loans from special pots for the Bundeswehr and the infrastructure, so that at the end, debt of more than 140 billion should be available.
