Especially at primary and special schools up to fourth grade, many federal states agree that a ban on cell phones in schools make sense. There are already binding regulations in Bavaria, Brandenburg, Bremen, Hesse, Saarland, Schleswig-Holstein and Thuringia. In Saxony, a ban is to come into force from the coming school year.
In contrast, there are only a few uniform requirements for secondary schools. In addition to Schleswig-Holstein, only Bremen and Hesse have introduced binding restrictions from the fifth grade.
The remaining eight federal states-Baden-Württemberg, Berlin, Hamburg, Mecklenburg-Western Pomerania, Lower Saxony, North Rhine-Westphalia, Rhineland-Palatinate and Saxony-Anhalt-have so far completely dispensed with cross-border regulations, but sometimes speak recommendations to schools.
