War in Ukraine: Russia offers negotiations in Minsk

On the second day of the war in Ukraine, Russia responded to offers of talks from Kiev. But for negotiations, leading politicians would have to leave Ukraine.

According to the Kremlin, Russia is open to peace talks with Ukraine. Moscow is ready to send a Russian delegation to the Belarusian capital of Minsk for talks, Kremlin spokesman Dmitry Peskov said on Friday. Ukrainian President Volodymyr Zelenskyi twice offered to meet Russian President Vladimir Putin.

According to the Kremlin, the Belarusian ruler Alexander Lukashenko is ready to create the conditions for a meeting of the Russian and Ukrainian delegations. Putin spoke to Lukashenko about the need for a place with guarantees for the security of the negotiations.

The Kremlin had previously responded positively to Zelenskyi’s second offer of talks. Moscow has taken the proposal to negotiate neutral status for Ukraine as a step in the right direction, Peskov said. The message will be analyzed and Zelenskyy recognized as President of Ukraine, it said. “Of course, yes. (…) He is the President of Ukraine.”

Ukraine offers Russia talks

Zelenskyj had also made an initial offer of talks to Putin on Thursday night to avert war. He said: “The security of Ukraine is linked to the security of its neighbors. That’s why today we need to talk about security across Europe. That is our main goal – peace in Ukraine and security of our citizens. For this we are ready to work with everyone and also with you. In different formats and at any desired place.”

According to the Kremlin, Putin also informed his Chinese colleague Xi Jinping over the phone about the reasons for recognizing the separatist areas in eastern Ukraine as independent states. According to information from Moscow, Xi said that he “respected Russia’s actions in the current crisis situation”. The two politicians met just three weeks ago at the opening of the Winter Olympics in Beijing.
