The panel doctors still see considerable difficulties in providing medical care for war refugees from Ukraine.
“Registration problems mean that the supply of medicines in particular cannot be guaranteed at the moment,” wrote the board of the National Association of Statutory Health Insurance Physicians in a letter to Chancellor Wolfgang Schmidt this week.
In order to ensure that the people arriving from the war zone can be treated immediately and unbureaucratically and supplied with medicines, the panel doctors also believe it would be good to appoint a central payer.
There are two main reasons why not all people who have sought refuge in Germany since the beginning of the Russian war of aggression against Ukraine have been registered: Ukrainians initially enter the country without a visa and therefore do not have to register with the authorities immediately. In some cities, due to a lack of capacity, there are sometimes considerable delays in the registration of those seeking protection.

The doctors are also concerned about the situation of those refugees who are housed in mass accommodation. “At present, many municipalities lack a uniform guarantee of the examinations required under the Infection Protection Act,” for example for tuberculosis, says the letter from the board of the federal association. In addition, there are sometimes too few resident doctors on site.
As can be seen from a response from the federal government to a question from MP Clara Bünger (left), nine of the 16 federal states have so far agreed with the statutory health insurance companies that refugees from Ukraine will receive an electronic health card there. According to the information, this is not yet the case in Bavaria, Baden-Württemberg, Saxony, Saxony-Anhalt, Mecklenburg-Western Pomerania, Hesse and Saarland.
“This makes medical treatment for the refugees more difficult,” criticized Bünger. The already overburdened employees of the social welfare offices would be “unnecessarily burdened with bureaucracy”. She demanded: “If individual federal states do not seem to follow suit, then the law must be changed in order to guarantee the necessary health services in an uncomplicated manner.”
