There is no question that the federal, state and local governments welcome war refugees from Ukraine. However, it is unclear how the costs will be divided and how the distribution could work.
Before the meeting between the federal and state governments, the heads of government of the federal states demanded a fair regulation of the costs of caring for Ukrainian war refugees.
Some very central questions are open and must be decided, said Baden-Württemberg’s Prime Minister Winfried Kretschmann (Greens) to the editorial network Germany (RND). It’s about the cost of housing and caring for people. Hundreds of thousands of people have sought refuge in Germany since Russian troops invaded the neighboring country six weeks ago.
Thuringia’s Prime Minister Bodo Ramelow (left) told the RND that the costs for the refugees should be covered by unemployment benefit II and not by the Asylum Seekers Benefits Act. The federal government is responsible for basic security.
Giffey: “It can’t work that way”
Berlin’s Governing Mayor Franziska Giffey (SPD) told the Handelsblatt, “We want the federal government to bear all of the costs, like in 2015”. They are the effects of international conflicts. “Now you can’t just sit back and say: Then the cities are just unlucky. It can’t work like that.”
The prime ministers are today discussing with Chancellor Olaf Scholz (SPD) how the costs of caring for Ukrainian war refugees should be shared. In addition, the meeting between the federal and state governments will deal with how the registration and distribution of the incoming Ukrainians to the states and municipalities can best be organized.
“The federal and state governments have agreed with the Chancellor not to leave the municipalities out in the rain. This announcement must now be followed by concrete action, »said Gerd Landsberg, general manager of the German Association of Towns and Municipalities, of the «Neue Osnabrücker Zeitung». An adequate lump sum per refugee and the financing of the considerable upfront costs are necessary.
