The medical president also criticized bureaucratic hurdles. Only in nine federal states is there an uncomplicated procedure in which refugees quickly receive an electronic health card. “Elsewhere there is paperwork with treatment certificates,” complained Reinhardt. “Doctors must be able to concentrate on the medical treatment, not on filling out forms.” The “federal patchwork quilt” is unbearable.

Reinhardt also appealed to the federal states to enable the rapid employment of Ukrainian doctors who had fled in Germany. In addition, there is the possibility of issuing so-called professional permits before a regular approbation.
