The German Association of Towns and Municipalities warns of official chaos if refugees from the Ukraine are also to be entitled to basic security by June 1st.

This innovation was “prepared without sufficient consultation with practice,” said the general manager of the German Association of Towns and Municipalities, Gerd Landsberg, of the “Augsburger Allgemeine”. Landsberg spoke of an “enormous administrative burden” for the municipalities. The German Association of Cities had previously criticized the major bureaucratic hurdles – in particular the issuing of special papers.

The Federal Council passed a law on Friday that provides, among other things, that refugees from Ukraine should be entitled to benefits under Book II and XII of the Social Code as of June 1, 2022. So far, this group has received lower benefits under the Asylum Seekers Benefits Act. So far, more than 700,000 refugees from Ukraine have been registered in Germany. You would be entitled to the higher benefits from June. According to the Ministry of the Interior, some of the registered refugees may have already returned or traveled to other countries.

There are no “fiction certificates”

The head of the Association of Towns and Municipalities in Landsberg criticized above all that the job centers did not have sufficiently forgery-proof documents from the Federal Printing Office, so-called “fictional certificates”. For refugees who are not yet fully registered, these are a prerequisite for switching to basic security, he explained. “In view of the many unresolved questions, more time should have been taken for the process and the experts from the field involved earlier,” said Landsberg. Criticism also came from the Union. The domestic spokesman for the Union parliamentary group, Alexander Throm, spoke in the “Augsburger Allgemeine” of a “failure of the federal government”.

When asked by the dpa, the Ministry of the Interior recently stated that Bundesdruckerei was “working intensively” to “deliver the ordered fiction certificates as quickly as possible, also in partial deliveries due to the urgency”. In addition, a federal-state working group is working on solving all questions relating to the registration and the change of the Ukrainian refugees to the new benefit.
