CDU and Greens: Coalition negotiations in NRW begin on Tuesday

Turbo drive for black-green in NRW: A paper with common goals is already available. The leadership circles unanimously say yes to coalition negotiations. And it starts this week.

CDU and Greens are preparing for coalition negotiations in North Rhine-Westphalia. A good two weeks after the state election, things should start on Tuesday – one day before the inaugural session of the new state parliament.

After meetings of both party bodies, CDU state party leader and Prime Minister Hendrik Wüst announced the official start of the talks on Sunday evening. The leadership circles of the CDU and the Greens had previously voted unanimously in favor of it.

Black and green is thus finally the most likely option for the next state government. It would be the first coalition of this kind for the most populous federal state.

Twelve-page exploratory paper

The decision-making basis for the joint yes was a twelve-page exploratory paper in which both parties summarized common goals last week. A total of 22 state politicians had worked on it under the direction of Wüst and the Green Party leader Mona Neubaur. It is expected that these core delegations, which will include the most important leaders of both parties – in the CDU several influential ministers – will continue to negotiate in this composition, supported by working groups for all issue areas.

In their exploratory paper, the CDU and the Greens commit to a climate-neutral industrialized country. The parties want to set up an “immediate climate protection program” and are sticking to the intended early phase-out of coal by 2030. At least 1,000 additional wind turbines are planned over the next five years.

In the education sector, 10,000 additional teachers are to be hired in the coming years. In addition, more police officers should be hired.

Mathematically, traffic lights are also possible

Both parties emerged from the state elections on May 15 with gains. The CDU is the clear winner with 35.7 percent. The SPD, on the other hand, slipped to its worst result in a state election in North Rhine-Westphalia with 26.7 percent. The Greens were able to almost triple their share of the vote compared to 2017 to 18.2 percent and ended up in third place. So far, the federal state has been governed by black and yellow.

In purely mathematical terms, a traffic light coalition led by the SPD, the Greens and the FDP would also be possible. However, this option would only come into play if the CDU and Greens could not agree on a coalition. After the clear signals from the weekend, however, this variant seems to be a long way off.

Wüst spoke of an “overall viable basis” on the way to a stable government for NRW. In front of around 100 delegates at the small party conference in Essen, Neubaur emphasized: “What we now have as an opportunity is that we shake hands with a CDU over a bridge and find cross-camp solutions.”
