The federal government wants to strengthen the operational capability of the Bundeswehr with accelerated procurement. Specifically, simpler award procedures are planned.
The Ministry of Economic Affairs, in close coordination with the Ministry of Defense, submitted a draft law to the departmental vote, as the German Press Agency learned from government circles.
An amendment to the law against restraints of competition is planned. The Bundeswehr should be able to apply procurement law simplifications for a limited period of time in order to accelerate the award of public contracts. Cooperation programs with other member states of the European Union should be easier to use. This should make it possible to strengthen the operational capability of the Bundeswehr in a timely manner.
As a reaction to the Russian war of aggression against Ukraine, the Bundestag and Bundesrat decided on a special program worth 100 billion euros to equip an operational Bundeswehr. The money is to be used to purchase new aircraft, helicopters, ships, tanks and ammunition in the coming years.
In May, a key issues paper for changes to public procurement law was already an issue in the federal cabinet. So far, there have often been lengthy procedures.
