What conditions must Russia meet in order for sanctions against the country to be lifted? Peace researchers are demanding a clear answer to this question from the federal government – and soon.
Peace researchers are advising the federal government to set out clear rules now for steps towards easing the conflict with Russia.
The sanctioning states should clearly communicate the conditions under which sanctions can be partially or completely withdrawn, the scientists demanded on Tuesday in Berlin when presenting their 2022 peace report. “One of the first prerequisites for this would undoubtedly be a ceasefire. But it first has to earn its name,” the researchers explained.
“Sanctions can exacerbate emergencies”
“As a foreign policy instrument, sanctions against a state that violates international rules can be used as a means of exerting pressure. However, they do not solve crises and, in the worst case, can exacerbate emergencies and promote political repression and corruption,” warn the scientists. It is therefore important to clearly communicate sanctions and to monitor success or failure.
The Peace Report is an annual publication of the Bonn International Center for Conflict Studies, the Leibniz Institute Hessian Foundation for Peace and Conflict Research, the Institute for Peace Research and Security Policy at the University of Hamburg and the Institute for Development and Peace at the University of Duisburg-Essen.
It is important to start planning now for the time after the war and to develop strategies for a new European peace order. The European Union must react to the foreign and security policy turning point. Her most urgent task now is to become more agile and capable of acting in foreign and security policy and, among other things, to accelerate the decision-making processes within the EU.
