The PSD proposed to return to a two-week debate with the Prime Minister in Parliament, in accordance with the draft revision of the Rules of Procedure of the Assembly of the Republic, presented this Wednesday.
In the diploma, to which Lusa had access, the Social Democrats propose, among other things, “the consecration of a two-week debate with the prime minister, the restoration of the costume that was in effect earlier, as a way to strengthen parliamentary oversight.”
In July 2020, only the SDP and PS compositions approved the new Rules of Procedure of the Assembly of the Republic, which, among many changes, ended with the two-week debate model with the Prime Minister in place since 2008, replacing it with monthly discussions with the government.
The Diploma now proposed, signed by Deputies Duarte Pacheco and Hugo Carneiro, renewed the division in the Rules of Procedure between the debate with the Prime Minister and the debate with the Ministers.
In the case of debates with the head of government, a two-week frequency and one round were returned instead of the current two, which increased the debate time from about one and a half to three hours.
According to the Social Democratic proposal, the format of the debates will again alternate between debates opened by the Prime Minister and subsequent debates on the parliamentary benches.
In the case of ministers, they will be required to appear in plenary session “at least once per legislative session”.
The current model envisages that the debate with the Government will take place in two alternating formats: one month with the Prime Minister on general policy and the next month on sectoral policy with the Minister of Portfolio, with or without the Head of Government.
The new PSD president, Luis Montenegro, has already expressed his intention to propose this change, implemented at the behest of Rui Rio.
A new one-time version of the Regulations is being discussed in the working group of the Assembly of the Republic with a view to its completion before the parliamentary recess.
Other parties such as Chega, Iniciativa Liberal, PCP, Bloco de Esquerda and PAN also submitted designs to check the regiment.
Most proposals aim, among other things, at restoring a biweekly debate with the prime minister, with the Communists advocating a frequency of at least once a month but advocating a biweekly return.
PS also announced that it intends to present its own revision draft, which, in addition to the model of the debate with the Prime Minister, will also deal with “other points”, but they are not specified.
