The Left Bloc’s draft resolution to write off Ukraine’s entire debt, Chega’s draft resolution, which advocated a moratorium, and the PAN’s proposal to renegotiate the talks were rejected this Friday in parliament.
In presenting the draft resolution of the Esquerda Bloc (BE), MP Mariana Mortagua clearly defended the total cancellation of the foreign debt of the country invaded by Russia, warning during the debate in the Assembly of the Republic that the World Bank had not yet classified Ukraine as a “country at war”.
The fact that Ukraine is not classified as a “warring country” seriously complicates Kyiv’s financial situation in terms of debt.
It would be important for the BE deputy to free Ukraine from the “debt yoke”, thereby helping “the country that became a victim of the war” and “the poorest state (Ukraine) in Europe.”
The left bloc also mentioned, among other measures, that the European Commission decided to lend Ukraine 1.2 billion euros “in the context of a memorandum of understanding” and that the Kiev government is obliged to cut wages, pensions and social support to ensure payments. .
The draft resolution for total debt cancellation was rejected by the PS and PCP, with positive votes from Bloco de Esquerda, PAN and Livre.
SDP Chega and the Liberal Initiative abstained.
In the draft resolution, Enough advocates a 20-year moratorium on paying off Ukraine’s foreign debt and holding Russia accountable.
“We defend a 20-year moratorium, everything else is demagogy. Russia must be held accountable, and in the post-war period it must pay. Russians must pay for the restoration of Ukraine,” Deputy Andre Ventura said during the debate. .
Chega’s arguments were heavily criticized by the Left Bloc.
“Deputy Andre Ventura copied Blok’s draft, but where there is solidarity in Blok, there is xenophobia in Chega. Deputy Andre Ventura lives well with the debts of plundered African countries, he knows only hatred and now says he wants to send a bill to the Russian oligarchs, ”accused Mariana Mortagua.
The Enough Draft Resolution was rejected by the PS and the PCP against.
Finally, a draft PAN resolution was discussed, in which the Government was recommended to explore the possibility of revising or writing off Ukraine’s debt to Portugal.
“We (Portugal) have suffered the consequences of the troika and now let’s see what a country at war is like,” said PAN’s Inés Souza Real.
The draft resolution submitted by PAN was rejected after the PS and PCP voted against.
During a debate over Ukraine’s external debt to individual creditors and international institutions, PKP bench leader Paula Santos said debt relief proposals “are not aimed at supporting the poor, but at prolonging the war.” The benefits for “big capital” such as the United States are that “weapons are being passed into the hands of the extreme right.”
In the voice of MP Miguel Iglesias, PS said that a default would be a tragedy for Ukraine, even because the country’s Central Bank “estimates a fall of 30%.”
“This is a difficult situation and it needs the support of friendly countries such as Portugal, but (this issue) will have to be resolved in the appropriate forums,” the socialist MP said, insisting that issues related to Ukraine’s debt are being discussed at the international level.
