The government approved this Thursday in the Council of Ministers a salary increase for entry into the career of technical assistant and senior technician, as well as the award of doctoral degrees, a diploma that will come into force on January 1, 2022.
At a press conference after the meeting of the Council of Ministers, Presidential Staff Minister Mariana Vieira da Silva announced the approval of the diploma, indicating that it “will enter into force on January 1, 2022.”
The Council of Ministers approved “a decree-law establishing measures to improve public administration in accordance with what was envisaged in the state budget for 2022”, starting with the definition of an official in charge of public administration.
According to the minister, the diploma changes the remuneration for entering the general profession of technical assistant and the first two positions for entering the position of senior technician, and also promotes the promotion of workers who have a doctoral degree.
“The attractiveness of a career and the improvement of qualifications in the measures taken have been the starting signal, which will be widely and deeply developed in this legislative body,” stressed Mariana Vieira da Silva.
According to the government proposal presented in the negotiations with trade unions, the starting salary of technical assistants is increased by 47.55 euros to 757.01 euros.
The first two positions for entry into the Higher Technical Career have an increase of €52, to €1,059.59 and €1,268.04, with an increase of about €400 for PhD Senior Technicians, to €1,632.82.
In an additional round on Wednesday, the government said it was considering applying a similar assessment also to doctoral degrees in specialist and subsistence positions that do not have a doctorate as a requirement, a measure that would cover about 500 workers.
In an initial proposal submitted to trade union structures, the government proposed that grades for higher technical and doctoral degrees only come into effect in January 2023, but on Wednesday it acknowledged the postponement of this measure until January 2022, similar to what has already been done. was scheduled for technical assistants.
Mariana Vieira da Silva underlined the “importance and weight of the measures” approved today, citing the pay increase for an entry-level position in the technical assistant career as a way to “distance this value from the operational assistant career, which means that about 19% of technical assistants will receive a 6.7% salary increase.”
“The impact of the minimum wage increase on public administration careers means that 62% of all operational assistants received a 6% pay increase this year,” he stressed.
Mariana Vieira da Silva said public administration wage increases have “numerous tools”, pointing out that “about 100,000 workers” will receive career advancement in 2022.
The measures approved today “do not stem from career advancement, but from political decisions to increase the salaries of public administration employees,” the official also stressed, adding that the impact on the budget is about 40 million euros.
For Mariana Vieira da Silva, the measures also correspond to a “transformation” of views on public administration.
“In order to gain higher qualifications, we must provide higher career opportunities, not only at entry, but for all public administration workers with a doctoral degree, the opportunity, outside the context of their usual development, to move to the next level of their salary scale.” , he said.
