The President of the Republic said on Monday that the statutes of the SNA should be adopted, given that “it was the foundation of the building” and “without law there can be no reform.”
“It was necessary to adopt it, because we needed this law. He was the foundation of the building. Without the law, the reform could not be carried out. , he said.
The head of state spoke in Idanha a Nova, in Monte Trigo, during a visit to the 24th National Scout Camp (ACANAC), where he was received by thousands of young people.
“I went ahead with the signature and the three doubts that I raise, the first is time. Many important things are yet to be settled within six months. There is no time to waste. I ask the government to resolve quickly, to know exactly the legal nature of the SNA, to know what the executive leadership is, to know how this concentration in the executive direction is related to decentralization in the CBD and, if they are created, then in the administrative regions,” he argued.
Marcelo Rebelo de Sousa stressed that as far as executive leadership is concerned, the idea is to concentrate powers, especially in the SNA. And a question for the Head of State, how this is combined with the structure that exists this Monday in the Ministry of Health.
“How will the powers of the executive branch be, so as not to suck the Ministry of Health and have maneuverability, managerial flexibility,” he asked.
The third issue raised by the PR concerns the combination of moving from Regional Health Directorates (ARH) to Regional Coordinating Development Commissions (RCDC) and then, for administrative districts, if they are created, “if the will of the Portuguese”.
“These are observations. And there are a few more things that need to be defined because they were sent to diplomas. There are disadvantaged areas that require exceptional solutions. There are flexible modes of operation. How will it be? There is articulation between the SNS, the social sector and the private sector, how will it be? This will need to be explained further,” he concluded.
The regulation-law was approved by the government at the beginning of July and was under public discussion between October and November 2021, according to a statement by the Council of Ministers on the 7th. The new charter updates the definition of the SNS, its composition, its constituent institutions and the services it provides, the “rights and obligations” of the beneficiaries, as well as the organization and operation, and other adequate human and financial resources. resources. .
