The President of the Republic argues that, as a rule, the law does not allow the use of liability excuses and that in politics, when you are right, it is very important to know how to explain to the Portuguese why you are right.

In an interview with CNN Portugal, which will be published in full this Thursday evening, Marcelo Rebelo de Souza says that people need to look at the law and that “there are cases where the law allows [invocar escusa de responsabilidade]but, as a rule, does not allow.

These statements by the President of the Republic come at a time when many physicians are abdicating their responsibility for believing that the necessary conditions have not been met to carry out their duties in accordance with the rules of good medical practice.

The latest case came to light on Wednesday, when the Independent Union of Physicians (SIM) reported that all 14 general emergency physicians at the Beatriz Angelo Hospital in Loures, Lisbon district, had submitted denials due to a “persistent lack of human resources.” “.

“This is part of the global problem we’ve been experiencing lately, which is not enough doctors assigned to the emergency department, given the number of users who go to it. Now these colleagues, who are 14 years old, have expressed their unwillingness to protect patients from this situation, that is, they will not put up with this kind of care, which is clearly not enough for the population that uses the hospital,” said Maria Joao Thiago, Regional Secretary of Lisbon and the Valley Tejo in SIM.

In early August, about a hundred gynecology/obstetrics interns signed a letter sent to the Minister of Health, which, among other things, notified guardianship authorities of the delivery of waivers of liability in cases where they are sent to work on an emergency basis. .. and schedules do not comply with the regulations on the composition of medical teams in these services.

Requests for acquittal are intended to exclude individual disciplinary liability for diagnostic and/or therapeutic failures resulting from service failures that affect good medical practice.
