The President of the Republic has promulgated a diploma that grants a family allowance and social security identification number to foreign minors not born in Portugal and updates the scale in line with the minimum wage.
The diploma, adopted on Sunday, “attributes the granting of a family allowance and a social security identification number to foreign minors not born in Portuguese territory” as well as “the adequacy of the levels of access to the family allowance in line with the increase in the guaranteed minimum monthly wage”, can be read on the official information page of the Presidium of the Republic.
The document, approved on Thursday by the Council of Ministers, determines that foreign minors who were not born in Portuguese territory, “but who are here, enjoy the same residence status that is granted to those people who have parental responsibility towards them or whose guardianship is under guardianship. “. who are eligible for an incentive and protection measure or civil guardianship measure for the purposes of assigning the provision of a family allowance and a social security identification number.”
These measures are part of a set of actions announced by the Minister of Labor, Solidarity and Social Security, Anna Mendez Godinho, including an increase in the family allowance to a minimum of 600 euros per year per child for children aged 1 year. 1st and 2nd pillars, as well as the creation of an additional allowance for children living in extreme poverty.
At a press conference after the meeting of the Council of Ministers on the 11th, the minister said that the increase in family benefits will affect about 400,000 children of the 1st and 2nd grades, regardless of age.
The measure will come into effect in September, be implemented in stages, retroactively from July 1, and end in 2023, the official said.
An amount corresponding to 50 euros per month will be awarded to all children and adolescents in these categories, regardless of age, contrary to what is happening today.
Between family allowance and IRS benefits, families in groups 3 and 4 will now receive a minimum amount, also corresponding to 600 euros per year per child, and the cost of a family varies in these groups.
In addition to this amount, children and young people living in extreme poverty will receive an additional allowance of €70 per month this year and €100 per month from 2023. This measure will cover about 123,000 children.
In total, this allowance corresponds to 1,200 euros per year.
The Council of Ministers also approved an amendment to the levels of family benefits to “adjust them to the evolution of the minimum wage”, with the executive estimating that with this change about 80,000 people would be included in the 3rd and 4th levels. , children.
Marcelo Rebelo de Sousa also unveiled on Sunday a diploma that simplifies the handling of the incident of liability verification and credit grading in the insolvency process.
This measure, provided for in the Recovery and Sustainability Plan (“Economic Fairness and Business Environment”), obliges the insolvency administrator, along with a list of recognized loans, to submit a proposal for their exclusion, allowing the judge, if he agrees and in the absence of objections, to confine himself to ratifying both documents.
The goal, according to the government, is to improve the efficiency of insolvency and company recovery processes.
