From October, travelers will no longer have to wear masks on planes. In buses and trains, on the other hand, it is. How can this inconsistency be explained?

From October, all Germans will be allowed to fly like Olaf Scholz did: completely without a mask. In fact, the “normal traveler” will have it even easier than the chancellor. When photos appeared a few weeks ago from the government plane showing Scholz and a few journalists without a mask, the Chancellery pointed out that everyone present had to be tested beforehand. This rule will not apply to scheduled services.

At the same time, the mask requirement in local public transport remains in place. So if you want to fly on vacation in autumn, you have to wear a mask on the bus or train, but not in the flight cabin. How can this inconsistency be explained?
