In the program, which largely specifies points contained in the joint election program of the CDU and CSU, it is also announced that the Union will take action against the impending shortage of general practitioners and specialists in rural regions. “That is why, together with the federal states, we will create 5,000 additional study places for human medicine and combine this with an increase in the quota of rural doctors when assigning study places.” In order to strengthen rural areas and to counter the housing shortage in the big cities, the Union wants to increase the commuter allowance. In addition, investments in rail and road should be promoted in this context.

With a view to structural change, the CDU emphasizes that the compromise to phase out coal applies unreservedly. “The coal compromise widely negotiated with many social groups offers a reliable basis for innovative change up to 2038 and beyond.” The Greens, among others, are demanding an earlier phase-out of coal to protect the climate.

In order to strengthen the infrastructure and expand economic relations with neighboring countries as well, the Union wants to create good transport connections with a special program and accelerated planning, including high-speed rail routes to the Czech Republic and Poland. The rapid implementation of research results into innovations should become a trademark of the East German states.
