In Germany, opinions on the war in Ukraine differ: 43 percent of citizens say Ukraine should only accept peace if it gets back all the occupied regions. Even more think they should accept losses of territory.

It has been almost a year since Russia invaded Ukraine, and peace is not in sight at the moment. However, if negotiations about an end to the war should come about at some point, the question will arise as to what conditions both sides will set for this. 43 percent of citizens in Germany believe that Ukraine should only accept a peace agreement if it gets back all of its territory, including Crimea and Donbass. That was the result of a Forsa survey for the star. However, almost as many (41 percent) think that Ukraine should make peace even if part of the currently occupied territories remain under Russian control. 7 percent say that even if all of the now occupied territories continue to be controlled by Russia.

War in Ukraine splits Germany

The opinions of East Germans and West Germans differ only slightly: In the West, 44 percent think that Ukraine must get its entire territory back for peace, while in the East it is 39 percent. There are major differences between the supporters of different parties: While a narrow majority (51 percent) of the FDP and the Greens say that Ukraine should only make peace if it gets all areas back, 44 percent of the CDU/CSU think so SPD 43 percent. Among the supporters of the AfD it is only 17 percent.

The data was collected by the market and opinion research institute forsa for the RTL Group Germany on February 2nd and 3rd, 2023. Database: 1,003 respondents. Statistical error tolerance: +/- 3 percentage points.
