Berlin is a strange city. There are school buildings into which it rains. An administration that is hardly digitized. An airport that was only completed nine years later than planned. And a rent cap that the constitutional court has conceded. Yes, the list of political failures is long. And yet the relative majority of Berliners votes for the same party over and over again. For 22 years, the SPD has provided the governing mayor of the city.
