Green leader Annalena Baerbock still sees substantial differences in content in the negotiations with the SPD and FDP over the formation of a traffic light coalition. The traffic light negotiators have not yet reached the point where we can put the lid on, “said Baerbock on Friday on the RBB’s information radio. Whether the Greens, SPD and FDP will be able to negotiate a coalition agreement by the end of November, as planned, is still open.
“We cannot yet say when it (the coalition agreement) will be finished, because we do not yet see that we can say at central construction sites that we are finished,” said Baerbock. “This renewal of the country should take effect in the next four years. And four days more or less do not matter in the talks.”

The Greens are concerned with a “new federal government that will bring about change in this country, which will not only write progress on paper, but will also solve it in the essential core areas,” said the party leader. “If we were to take climate protection really seriously,” then it would have to show itself across the federal government, said Baerbock. “A climate government cannot be carried out by just one party.” At the moment there are still too many construction sites.
“We are currently seeing too little progress in terms of the substance of the content,” said Federal Managing Director Michael Kellner of the German Press Agency. Baerbock did not want to give any details from the negotiations. Confidentiality has been agreed.
A letter from Baerbock to environmental groups might well cause some gossip. “Thank you very much for your letter to us and, above all, that you share our worries,” quotes the letter. “We too want and have to achieve a great deal in the coalition negotiations that have just begun, especially in terms of protecting the climate and biodiversity.”
No digital ministry for the FDP
Baerbock, according to the “Handelsblatt”, then admits that the Greens negotiated badly. The exploratory paper “unfortunately still lacks the necessary clarity”. One now wants to achieve more in the coalition negotiations.
This sentence attracts attention: “It would be very helpful – and in some cases it is your turn – if you could work to ensure that the SPD and FDP come up with ambitious proposals. If we have to continue to do this alone, it will make the negotiations more difficult enormously.” This should cause astonishment and anger among the SPD and FDP. The FDP, which is the only one of the three traffic light parties to have expressly included such a department in its election manifesto, is “on the retreat” with its demand, according to a negotiator.
Malu Dreyer is not worried
During the discussions in the specialist working group, the liberals sometimes gave the impression that they only had to say digital department and that all the balls were rolling towards them, said another insider, according to “Handelsblatt”. In the meantime, however, the FDP also seems to have realized that the establishment of a new ministry with the merging of various digital responsibilities would take too long and would slow down rather than accelerate the pace of digitization.

According to Dreyer, the goal remains to conclude the negotiations in the 22 thematic working groups in the next few days. “We negotiate in a good atmosphere. And that it jerks every now and then is the most normal thing in the world.” We will continue to make good progress together.
