The incidence rises, the despair grows. It is now so big that the corona tests will be free again from next week and Bavaria has declared a disaster. Politicians are calling for uniform national rules.
In view of the increasing number of new corona infections, there are increasing demands for a comprehensive application of the 2G rule. Federal Minister of Health Jens Spahn (CDU) called on Wednesday in the “early start” of ntv / RTL nationwide uniform regulations, for example for use in the leisure sector. The corona tests for everyone should be free again from next week. The Standing Vaccination Commission (Stiko) recommends only the Biontech vaccine as a vaccine for people under 30 in the future.
“We will soon have 16 different regulations again, that does not in itself lead to more acceptance,” said Spahn. The introduction of 2G or 3G rules has so far been a matter for the federal states. Even the draft law of the traffic light parties, with which new regulations for the period after the epidemic situation of national scope are to be created, does not provide for any fundamental change.
Only for the workplace, the SPD and the Greens and FDP want to set the softer 3G rule nationwide in the future. It stipulates that either a vaccination, recovery or test certificate must be presented. With the 2G rule, there is no possibility of free testing.
G2 in all federal states?
The National Academy of Sciences Leopoldina also called for the G2 rule to be expanded. Its President Gerald Haug told “Spiegel” that the 2G rule should be given “a greater scope”. In the occupational health and safety ordinance, “an appropriate regulation for the disclosure of the vaccination status” should also be laid down for employees. So far, employers are not allowed to inquire about the vaccination status of their employees.
Like Chancellor Angela Merkel (CDU), Spahn spoke out in favor of an early federal-state summit. The goal is a “great joint effort” for booster vaccinations. In addition, Merkel wants to agree with the federal states on a nationwide uniform threshold value for the hospitalization index, which, if exceeded, regional measures must be taken to prevent the spread of the pandemic.
Saxony’s Prime Minister Michael Kretschmer (CDU) also called for nationwide decisions at a federal-state conference. “We need clarity beyond November 25th,” he said with a view to the end of the epidemic situation of national scope to MDR Aktuell.
Free corona tests and disaster cases in Bavaria
Regarding the free citizen tests, a Spahns spokesman for the AFP news agency said the goal was to start them again next week. According to the Funke media group, the corresponding ordinance stipulates that all citizens should be entitled to a free test at least once a week. The tests are no longer free since October 11th. In Nodrhrein-Westphalia, from now on, only those who can present a negative corona test no longer than 24 hours ago are considered tested. This applies to both antigen tests and PCR tests, according to the state’s new protection ordinance that came into force on Wednesday. Before that, the tests were valid for 48 hours.
The Standing Vaccination Commission (Stiko) only recommends the vaccine from Biontech for people under 30. As a justification, the panel referred to myocarditis more frequently in this age group after administration of the alternative preparation from Moderna. There is new data, it said in a statement. Pregnant women should only get Biontech regardless of age.

Bavaria’s Prime Minister Markus Söder (CSU) meanwhile ordered the state-wide disaster for his state from Thursday. The State Chancellery said that the responsible State Ministry of the Interior will issue a corresponding announcement in due course. The state government justified the step with the increased need for coordination in the occupancy of intensive care beds and the transfer of patients from overburdened clinics.
According to the Robert Koch Institute (RKI), the nationwide corona incidence reached a new record on Wednesday morning of 232.1. The number of new infections rose to 39,676. There were 236 deaths in one day.
