The new president, Annette Lehnigk-Emden, wants to reform the Koblenz administrative juggernaut into the “engine of the turning point”. They used to have a lot of time and little money here, but now it’s the other way around.

The swanky building right on the banks of the Rhine in Koblenz looks like it has fallen out of time: a bit of Disneyland and a lot of Prussian kitsch. Neo-Romanesque style with a bit of decorative Gothic, this is how the old Prussian government building was built at the beginning of the 20th century. Kaiser Wilhelm II personally made changes to the roof and towers, it is said. The castle-like property has a symbolic character: black box, administrative juggernaut, monstrous defense bureaucracy – the names that were last given to the old Federal Office for Procurement are unflattering. And just like in an old UFA film, a spy who wanted to go into the cold has now been exposed.
