Reform: Buschmann: Financial relief for co-caring parents

Federal Justice Minister Marco Buschmann’s plans are intended to create incentives for parents to get more involved in childcare. What could that look like exactly?

Mothers or fathers who contribute significantly to the care of children together should have to pay less maintenance. Federal Minister of Justice Marco Buschmann (FDP) presented details of his recently announced plans to reform childcare law in Berlin.

Parents who contribute between 30 and 49 percent of the care should be financially relieved. According to the ministry, these parents currently have to pay full maintenance with only very small deductions. The reform aims to create incentives to get more involved.

“The applicable maintenance law knows only very limited exceptions to the principle ‘one (r) looks after, one (r) pays,'” the ministry said. An exception are cases in which the parents divide the care equally and have to pay maintenance in proportion to their income. Buschmann wants to keep this rule. According to the ministry, about a quarter of all underage children in Germany have separated parents.
