When Vladimir Putin lands in Beijing on Tuesday morning to take part in the anniversary summit of China’s “Belt and Road” development initiative, Russia’s president is about to make a state visit that he has not made in a long time. Since he gave the order to invade Ukraine in February 2022, Putin has practically not been abroad. His few trips outside Russia’s borders were limited to visits to allied ex-Soviet republics.
