The draft law “On general principles of the organization of public authority in the constituent entities of the Russian Federation” was adopted by the State Duma on Thursday, December 9, in the second reading. The authorities of the Russian regions, local governments, as well as federal authorities “are part of a single system of public authority”, the interaction of the elements of which is ensured by the head of state, the document says.
“In order to ensure the stability of the public power system, it is proposed to determine that the term of office of the highest official and the legislative body of the constituent entity of the Russian Federation is 5 years (now their term of office is determined by the region, but cannot exceed 5 years),” the explanatory note to the bill says. …
Also, the heads of the regions, according to the document, will not be able to hold the position for more than two terms in a row.
In the second reading, the document was supplemented by provisions on the participation of the federal government in the formation of the composition of the executive authorities of the regions. We are talking about regional ministries of finance, health, education. This list also includes agencies that regulate housing control and tariffs.
The bill also allows the regional authorities and the federal center to transfer part of their powers to each other, if this is consistent with the law. The laws adopted by the constituent entities of the Russian Federation cannot run counter to federal laws and the Russian Constitution, the document says.

In addition, the bill says that the position of the heads of the regions of Russia should be called “head”. The bill provides for the possibility of one region of the country joining another. The document also proposes to allow the revenues of the autonomous regions to be directed to the budget of the subject.
The press service of the State Duma clarified that the mechanism of responsibility of the head of the region will also change. He can be removed from office by the President of Russia, including in connection with the loss of confidence. Also, the head of state can issue a warning and a reprimand to the head of the subject.
Earlier, on November 2, Pavel Krasheninnikov, chairman of the State Duma Committee on State Construction and Legislation, said that the draft law “On general principles of organizing public power in the constituent entities of the Russian Federation” could be adopted in December this year. This bill was submitted to the State Duma by Krasheninnikov and the chairman of the Federation Council committee on constitutional legislation Andrei Klishas on September 27.
