The State Duma adopted a law on the organization of public power in the constituent entities of the Russian Federation

The bill on the organization of public power in the constituent entities of Russia was supported in the second and third readings at the plenary session of the State Duma on Tuesday, December 14.

The document defines the principles of activity of regional authorities. Federal and regional bodies will be able to transfer part of their powers to each other, if this does not contradict the Basic Law. It also stipulates that regional laws and regulations cannot contradict the Constitution and federal laws.

In addition, according to the current legislation, the head of the region cannot be elected to the post of the highest official of a constituent entity of the Russian Federation for more than two consecutive terms. The bill proposes to exclude this requirement – the number of terms in office of governors will be determined by the legislative assemblies of the regions.

Also, the law will enable local parliaments to work remotely.

In addition, the head of the region may be removed from office by the President of the Russian Federation in connection with a loss of confidence or in connection with the expression of distrust in him by the local Legislative Assembly. Also, the Russian leader can terminate the powers of the heads of regions for any reason.

It is envisaged that the main part of the provisions of the draft law will enter into force on June 1, 2022. The Federation Council plans to consider the law on regional power in the constituent entities of the Russian Federation at a meeting on December 15.

This bill was submitted to the State Duma by Pavel Krasheninnikov, Chairman of the State Duma Committee on State Construction and Legislation, and Andrey Klishas, ​​Chairman of the Federation Council Committee on Constitutional Legislation, on September 27.

The parliamentarians noted that the document was prepared in development of the provisions of the Constitution on a unified system of public authority. In addition, according to the document, the highest official of the region can only be called the head of the subject of the Federation.

On December 22, 2020, the State Council Commission began its work in Moscow to assess the effectiveness of the regional authorities. During the event, the prospects of work, taking into account the innovations, were discussed, including joining the composition, in addition to governors and ministers, mayors and other leaders of the municipal level.
