Man chops off both hands of woman – Russia has to pay compensation

When a woman in Russia tries to divorce her husband, he becomes violent. She goes to the police, but they advise her to withdraw the complaint. Shortly afterwards, the husband chops off both of his wife’s hands. Now Russia has to pay compensation.

The European Court of Human Rights in Strasbourg has sentenced Russia to compensation (Az. 55974/16 and others). The country has to pay more than 350,000 euros to a woman who has both hands chopped off by her husband. The court alleged a violation of the prohibition of discrimination.

Russia has failed to enact laws that effectively combat domestic violence, it said. In addition, the authorities did not investigate sufficiently into the violence suffered by the woman. Because of this lack of protection against domestic violence, women in Russia are in a situation of de facto discrimination.

As long as Russia does not enact the required laws, the court will process complaints such as those of the woman more quickly, it said. However, the judgment is not yet final. The litigants can contest it within three months.

The man kidnapped the woman, handcuffed her, and chopped off her hands

According to the court, the applicant married her partner in 2012. When she wanted a divorce five years later, he became violent and persecuted her. She sought protection from her mother and filed a complaint with the police. However, the officer advised her to withdraw the complaint because the man’s behavior was only “a token of his love”.

Shortly afterwards, the man kidnapped the woman, handcuffed her, and chopped off her hands with an ax. He was sentenced to 14 years in prison. The woman tried to take legal action against the police officer for professional negligence, but failed. The court also awarded three other women compensation for domestic violence on Tuesday.
