HRC Chairman spoke about measures to combat torture in colonies

The Human Rights Council (HRC) has several proposals for measures to combat the violation of prisoners’ rights. Valery Fadeev, chairman of the HRC under the President, spoke about this in an interview with Izvestia.

The first proposal was made by a member of the council, Eva Merkacheva – to include the article “Torture” in the Criminal Code, Fadeev recalled.

“The second proposal is that cases of torture should be investigated by the federal authorities in the central office of the Investigative Committee, because at the regional level, unfortunately, there are often friends and acquaintances,” Fadeev said.

He also recognized the need to strengthen public oversight commissions (POCs).

“We will not drop the topic, we will not limit ourselves to these proposals – we will definitely participate in the preparation of amendments to the law,” Fadeev emphasized. He also added that in the coming months, “maybe, immediately after the New Year, these specific proposals will already be implemented.”

Also during the conversation, he spoke about the results of the meeting with the President, bills on QR codes and free PCR testing.
