The draft law on a unified system of public authority is necessary to bring the norms into line with the amended Constitution. This was announced on Thursday, December 16, by Russian President Vladimir Putin at a meeting of the supervisory board of the Agency for Strategic Initiatives, according to the Kremlin’s website.
“As for the bill on a unified system of public authority, it is clear: this is a requirement of the updated Constitution,” the Russian leader noted.
Earlier, on December 14, the State Duma adopted a law on the organization of public power in the constituent entities of the Russian Federation. In particular, according to the current legislation, the head of the region cannot be elected to the post of the highest official of a constituent entity of the Russian Federation for more than two consecutive terms. The bill proposes to exclude this requirement – the number of terms in office of governors will be determined by the legislative assemblies of the regions. Also, the Russian leader can terminate the powers of the heads of regions for any reason.
