The State Duma will consider the draft law on LSG in January 2022

The State Duma plans to consider the draft law on the general principles of organizing local self-government (LSG) in the first reading in January 2022. Pavel Krasheninnikov, Chairman of the State Duma Committee on State Construction and Legislation, announced this on Friday, December 17.

“We plan to consider it in the first reading at the end of January. Then, as you know, we have 30 days between the first and second reading according to these laws, ”he said at a meeting of the assembly of the Sverdlovsk regional association“ Deputy Vertical ”.

The draft new law on the general principles of the organization of local self-government was submitted for consideration to the lower house of parliament on the eve of December 16. According to the press service of the State Duma Committee on State Construction and Legislation, the transition to a single-tier system of organizing local self-government in Russia will last until January 1, 2028.

The bill, in particular, provides for the establishment of a single five-year term of office for mayors and all local government officials. In addition, the President of Russia has the right to remove mayors from office.

Oksana Fadina, Deputy Chairperson of the State Duma Committee on Regional Policy and Local Self-Government, told Izvestia that the norms reflected in the bill will become a good management tool in the public sector in terms of motivating municipal managers, since they will allow “asking” not only the governors. Fadina emphasized that today it is necessary to talk specifically about regional management teams, from which municipalities should not get out.

Earlier, on December 14, the State Duma adopted a law on the organization of public power in the constituent entities of the Russian Federation. In particular, according to the current legislation, the head of the region cannot be elected to the post of the highest official of a constituent entity of the Russian Federation for more than two consecutive terms. The bill proposes to exclude this requirement – the number of terms in office of governors will be determined by the legislative assemblies of the regions. Also, the Russian leader can terminate the powers of the heads of regions for any reason.
