The draft law on the application of certificates on immunization against coronavirus in public places in the “current edition requires revision.” This was announced on Friday, December 17, by Russian President Vladimir Putin at a plenary session of the XXX anniversary congress of the Russian Union of Industrialists and Entrepreneurs.
“As for the law on the compulsory certificates for visiting public places, shopping centers, cafes, restaurants, cultural institutions, yesterday it was adopted by the State Duma in the first reading,” the head of state said.
The concept of the law on the right of regions to introduce COVID certificates, adopted in the first reading, assumes that citizens will be able to attend public events, cultural institutions, retail and catering facilities by presenting either a QR code on vaccination, or a medical evacuation from vaccination, or a document confirming that that the person had had COVID-19.
The procedure for visiting public places by foreign citizens who have received a foreign vaccine is still being developed by the chief sanitary doctor of Russia Anna Popova, but it is known that they will also need to have a negative PCR test with them.
The restrictive measures do not affect pharmacies and stores with groceries and essential goods.
The regulations are expected to be valid until June 1, 2022. At the same time, until February 1, citizens without QR codes will be able to visit these places, presenting a negative PCR test. Later, such an opportunity will only be available to citizens with a medical treatment. On December 14, the draft law on QR codes in public places was supported by the State Duma Committee on Health Protection.
In addition to the norm on QR codes in public places, a draft was also submitted to the State Duma that would regulate the use of digital documents on railway and air transport. On December 13, the initiative was withdrawn from consideration. The decision was made on the basis of taking into account the views of the regions and citizens’ appeals.
The President of Russia noted that the draft law on QR codes in transport is of a framework nature and should be worked out. He also stressed that in Russia it is necessary to do without “rash decisions” in the issue of introducing QR codes. The head of state pointed out the need to carefully weigh and work out all the initiatives without violating the rights of citizens.
Deputy Speaker of the State Duma Pyotr Tolstoy pointed out that at the moment there are many questions regarding this bill. He stressed that the project should not be accepted in a hurry, so work on it continues.
Russian authorities are urging residents to get vaccinated to protect their health and take care of their loved ones. Citizens are vaccinated for free. Five vaccines against coronavirus have been registered in the country: Sputnik V, which became the first vaccine against COVID-19 in the Russian Federation and the world, as well as Sputnik Light, EpiVacCorona, EpiVacCorona-N and KoviVak.
