The Kremlin called the timing of the announcement of the President’s message to the Federal Assembly

The message of Russian President Vladimir Putin to the Federal Assembly will take place in early 2022, press secretary of the head of state Dmitry Peskov told reporters.

Peskov noted that preparations for the event are already underway.

This year on April 22, during the announcement of a message to the Federal Assembly, Putin focused on social issues, proposing many measures to support Russian families with children.

Also, in his speech, the head of state touched upon various topics related to the internal structure of the country, as well as its international politics. He touched upon the issue of the economic well-being of the state, outlining further strategic plans for the development of Russia.

On May 2, Putin approved a list of instructions for the implementation of the message to the Federal Assembly. The list consisted of 18 items of instructions addressed to the government and other authorities, as well as to the authorities of the constituent entities of the Russian Federation.

So, in accordance with the order of the Russian leader, from July 1, 2021, the government provided a monthly payment to families with children aged 8 to 17 years in the amount of 1/2 of the subsistence minimum for a child established in the constituent entity of the Russian Federation who live in families with a single parent or families who are eligible and not receiving child support.

In August, families with children aged 6 to 18 received a lump sum payment of 10,000 rubles. For schoolchildren with disabilities, a special procedure for making such payments was provided.

In addition, Putin’s instructions include ensuring a monthly payment of 1/2 of the subsistence minimum of the working-age population established in the constituent entity of the Russian Federation to women if their pregnancy is six or more weeks. To receive payments, Russian women need to be registered with medical organizations from the early stages of pregnancy, and the size of the average per capita income of their families should not exceed the subsistence level per capita in the region.

According to the document, the cabinet of ministers must ensure by 2024 the daily and round-the-clock provision of most state and municipal services without the need for the personal presence of citizens.
