The State Duma told about the laws coming into force from the new year

On January 1, 2022, a number of laws come into force in Russia. Chairman of the State Duma Viacheslav Volodin wrote about this on December 25 on his Telegram channel, talking about the most significant of them.

Thus, the number of families entitled to a monthly payment for the first and second child up to three years old will increase. This will become possible due to a change in the procedure for calculating average per capita income. Previously, the indicator was taken for the II quarter of the previous year, and after the change in the law – for the year of applying for payment. Moreover, the size of the allowance will also grow, it will be equal to the minimum subsistence level for the child.

The size of the maternity capital will also increase. According to the new norms of the law, it will be calculated according to the level of actual inflation, and not the forecasted one. It is noted that the size of the payment will be reviewed annually on February 1.

In addition, citizens will now be able to receive information about the social support measures available to them with a personal appeal to the authorities and local governments, as well as to the MFC.

Under the new laws, insurance and social disability pensions, pensions at the suggestion of the employment service will be assigned without a declaration. You don’t need to write an application for social security payments either.

From the beginning of 2022, a single emergency call number – 112 will start operating in Russia.

In addition, new measures are being introduced to reduce the population’s debt load. According to Volodin, the Bank of Russia (CB) will have the right to restrict the issuance of unsecured consumer loans by banks, as well as loans by microfinance organizations.

Other new regulations include the sports tax deduction. The state will return part of the money spent on health and fitness services. It is noted that the deduction can be applied to income received from January 1, 2022.

The Speaker of the State Duma also announced that the deputies defended the rights of people who do not want to take biometrics. He said that the unwillingness of a citizen to use such personal data for identification cannot become a reason for refusing to provide state and municipal services.

In addition, starting from January 1, foreign IT companies with a daily audience of more than half a million users will be required to open their branch, representative office or authorized legal entity in Russia.

Another law concerns animals. Since January, zoos, circuses, dolphinariums and aquariums will not be able to operate without a license, which, according to the legislators, should ensure that animals are kept in proper conditions.

Earlier, on December 22, the State Duma in the third reading adopted a bill prohibiting banks from writing off one-time social payments for debt on loans. According to the document, credit institutions are prohibited from collecting lump-sum state social payments to pay off debt without additional consent from the borrower. At the same time, in case of confirmation of consent to write-off from the side of the citizen, he can contact the bank within 14 days and return them.

On the same day, the State Duma adopted in the third reading a law abolishing the mandatory technical inspection of personal vehicles. According to the text, cars and motor vehicles belonging to citizens and used by them exclusively for personal purposes are exempted from it.
