Well, Rwanda is not exactly a flawless democracy.
No, but I notice that there is an image of Rwanda in Germany that has little to do with reality. Rwanda is virtually the only stable and secure state in the region. It is a culturally rich and scenic country that is not called the Land of 1000 Hills for nothing.
