App as a requirement for entry

Journalists are allowed to travel to Tokyo, but they have to meet strict requirements. “We were overwhelmed by a mass of documents,” says Pia Schrörs. Among other things, they need a tracking app on which they can be tracked permanently. That was a prerequisite for entry.
