The outgoing year 2021 was distinguished by an active rotation of the governor’s corps, and most of the resignations were of a planned nature. The interviewed political analysts told Izvestia about this on Thursday, December 30.
Speaking about the most resonant resignations of this year, the experts first of all recalled the decree of Russian President Vladimir Putin on the early termination of powers of the Governor of the Penza Region Ivan Belozertsev due to the loss of confidence in the head of state. Before leaving office, he was detained on suspicion of taking bribes totaling over 31 million rubles. In place of the head of the regional administration, the president appointed a senator from the region, Oleg Melnichenko.
In early April, within a few days, statements of their own free will were written by the head of the Republic of Tuva Sholban Kara-ool (now holds the post of vice speaker of the State Duma), the governor of the Ulyanovsk region Sergei Morozov (now the deputy head of the United Russia faction in the State Duma) and the head of the Republic of North Ossetia – Alania Vyacheslav Bitarov. In Tuva, the post was temporarily taken over by the former mayor of Kyzyl, Vladislav Khovalyg, and the senator from the Moscow region (member of the Communist Party of the Russian Federation) Alexei Russkikh became the acting governor of the Ulyanovsk region. Both of these leaders successfully confirmed their powers in the September elections.
Then in October in the Vladimir region, Vladimir Sipyagin resigned, who, after successful elections for himself, became a deputy of the State Duma. He was replaced by the now ex-parliamentarian Alexander Avdeev. On the same day, Deputy Head of the Ministry of Construction Maxim Yegorov was appointed to replace the voluntarily retired Governor Alexander Nikitin (now a member of the Federation Council from the region) in the Tambov Region.
