Federal agency is implementing a stricter course on citizens’ money
Citizens’ benefit recipients who skip appointments or refuse integration measures should be increasingly required to work one-euro jobs. The job centers receive corresponding instructions.
In accordance with federal government decisions, the Federal Employment Agency (BA) is increasing the pressure on uncooperative recipients of citizens’ benefit. An internal directive from the federal agency led by Andrea Nahles (SPD) to the job centers provides for tougher action for citizens’ benefit recipients who do not attend appointments or reject jobs. A spokesman for the authority said this, the “Bild” newspaper had previously reported. Accordingly, such citizens’ benefit recipients should be able to be obliged to work so-called one-euro jobs for up to six months from now on. The measure could also be extended afterwards if it had no effect.
A refusal to attend an appointment occurs when a person fails to appear for three appointments in a row without an important reason. Recipients who reject suitable jobs or do not take part in integration measures such as further training can also be obliged to take one-euro jobs. The spokesman emphasized that this was a very small group of citizens’ benefit recipients.

In doing so, the Federal Agency is implementing measures already decided on in the “growth initiative” launched by the traffic light government, he said. Among other things, it involves jobs such as park maintenance.
One-euro jobs are activities that do not require social security contributions, which must be in the public interest and which are intended to provide assistance on the way back to working life. The government agreed in the summer to make greater use of one-euro jobs for people “who repeatedly refuse to take measures (total refusers)”.
According to the paper cited by the “Bild” newspaper, the package of measures is intended to improve the “employability” and “willingness to participate” of the recipients. The aim is to strengthen the motivation to take up work as well as the “punctuality and reliability” of the unemployed.
According to the “Bild” newspaper, an internal audit of the BA recently noted inadequate support for one-euro jobbers by the job centers. As a spokesman for the BA said, suggestions for improvement were also made. Among other things, depending on the recipient, the density of contacts should be intensified and those affected should be given greater support in the transition to regular employment.
