The Union around parliamentary group leader Friedrich Merz plans to submit applications for migration policy in the Bundestag. What is in the much -discussed papers – and what can you do?
Around a month before the Bundestag election, migration policy is the all -determining topic in the election campaign. After the knife attack by Aschaffenburg with two dead-including a two-year-old child-CDU Chancellor candidate Friedrich Merz is pushing for quick changes.
The Union faction in the Bundestag wants to bring two applications to parliament on Wednesday. The procedure is mainly controversial because Merz is accused of wanting to reach a majority with votes from the AfD – or at least accept. “If you want to agree to these applications, you should agree. And if you reject it, you should reject it. I don’t look right and not left. I only look straight on these questions,” said the CDU boss and group leader.
In addition, Merz said that the CDU/CSU also wanted to present its own bill. However, the 69-year-old did not want to give details.
Migration policy and internal security – the applications of the Union around Friedrich Merz
The Union faction has prepared two proposals: one with the heading “Five points for safe limits and the end of illegal migration” and a second on the subject of internal security.
In the first application, as previously announced by Friedrich Merz, five claims are made, which would mean a significant tightening of migration policy:
- Permanent border controls
- Without exception, rejection of all attempts by illegal entry
- Imprisonment for persons who are subject to an extension to the departure
- More support for the countries in the execution of the obligation to leave
- Temporary retirement arrest for criminals and dangers
That would mean a factual entry ban for people who do not apply
Have entry documents – also with asylum applications. In addition, deportations are to take place, including Syria and Afghanistan.
In the application, the Union faction is significantly different from the AfD. “Anyone who fights illegal migration also deprives populists their political working basis,” it says. The AfD is “not a partner, but our political opponent”.
In the application for internal security, Union 27 lists immediate measures. Among other things, it is about video surveillance with electronic facial recognition at train stations and at airports, harder penalties for assault and strengthening the security authorities. In addition, asylum seekers should be able to be more easily shown in serious crimes or even in the case of probation punishment.
What do these proportions mean?
Applications for decision -making have the function of a request to the federal government. Legally, they are not binding, but are more likely to be a kind of political demand. In this respect, there should also be no concrete changes from the applications of the CDU/CSU, even if you find a majority in the Bundestag.
A bill usually has to go through a lengthy procedure, it goes to a specialist committee and through several readings in the parliament. This would not be feasible before the election. There is one possibility, however-should the project find a two-thirds majority in the Bundestag. This could be reached with the voices of Union, Greens, SPD and FDP. However, it is very unlikely that the Greens and the SPD agree to a draft law of the CDU/CSU.
